History of the CityLight Foursquare Church

The CityLight Church of Rwanda a branch of the International Church of the Foursquare Gospel (ICFG), was established in 2005 when the ICFG sent a Missionary, Rev. Roger Brubeck to plant a church in Rwanda-Kigali. Upon his arrival, Rev. Roger Brubeck connected with key people who worked hard to get the first foursquare church established in Kimironko Sector, Gasabo District. The first Church Sunday Service was launched on 1st October 2005.

Since its inception, the CityLight Church based in Kimironko Sector has grown. Many other branches have been planted countrywide. Some of these branches have permanent church buildings. In addition, the church has bought prime pieces of land to further its church planting effort.

September 2006, the first transitional Board was appointed by the Foursquare Mission International Regional Missionary. The first elected Board was put in place in September 2009.

The National Board of the church has drafted and approved Foursquare Gospel Church Constitution in accordance with Law nº06/2012 of 17/02/2012, determining organization and functioning of religious-based organizations. As a result, FGR was officially registered, and been issued a legal status on 28th November 2013.The first licensing of the FGR’s church leaders was held in 2007, where 4 pastors and a few other church leaders were licensed and later ordained a few years later. Among the people ordained was the current National leader. To date, FGR is an entity fully operational as per the current legislation which is Law no 72/2018 of 31/08/2018 determining organization functioning of faith-based organizations.

The National Board has organized continuous leadership and ministry training to build the capacity of the local church leadership. FGR is now engaging in social and development activities such as running nursey and primary schools in four different areas within Rwanda, contributing towards medical insurance for the poor in its and surrounding community working with local leaders, and it is in the process of establishing economic projects to support its ministry activities both at the national and local levels.

Rev. Dr. Nathan Kanuma Taremwa

Rev. Dr. Nathan Kanuma Taremwa is a distinguished ordained pastor and academic with a diverse background in ministry and transformational church leadership.  He is married to Faith Barungi, and together they have dedicated their lives to service and ministry.

Pastor Benjamin Serugo

Pastor Benjamin Serugo and his wife Chance Abigail Mbanza and together they have 4 children, known as Ben and Chance, are a gospel duo who have made significant contributions to gospel music, especially within the Rwandan community.

Rev. Bigirimana Cadeau

Rev. Bigirimana Cadeau is an Associate Pastor at CityLight Foursquare Gospel Church. He was first licensed as Pastor in 2011 and ordained in 2006.

Pst. Solange and Prof. Bishop Fidèle Masengo

Prof. Fidèle Masengo, PhD in Law (University of Antwerp 2010) & Hon. Doctorate in Theology (Life Pacific University in Vancouver Canada) is the Bishop of Foursquare Gospel Churches in Rwanda. He is also the Senior Pastor of The CityLight Foursquare Church.

An Associate Professor of Law at various universities in Rwanda and abroad, he also practices law as an Advocate, serves as arbitrator and mediator.

He is an author of many books both in law and Christianity. He is a renowned conference speaker of the Gospel who has traveled the world (USA, Canada, UK, European Union countries, Australia, India, Hong- Kong, Dubai, West, East and Central Africa).

He is the Secretary General of Rwanda Interfaith Council. He is the Vice-President of the Fellowship of Boarn Again Churches in Rwanda. He is a member of the Board of Directors of African Arbitration Association.

He is a former member of Foursquare Church Global Council.

He is married to Pastor Solange and together they have four (4) daughters and three (3)sons.

Rev. Dr. Nathan Kanuma Taremwa

Rev. Dr. Nathan Kanuma Taremwa is a distinguished ordained pastor and academic with a diverse background in ministry and transformational church leadership.  He is married to Faith Barungi, and together they have dedicated their lives to service and ministry.

Rev. Taremwa holds a PhD in Agribusiness Management from Kenyatta University in Nairobi, Kenya. He also possesses two Master of Science degrees: one in Agricultural Development from Ghent University in Belgium and another in Leadership Development in ICT and the Knowledge Society from the University of Mauritius. Additionally, he has a postgraduate diploma in Biblical Studies and two postgraduate certificates in Strategic Management for Churches and Church Administration and Theology from Duke University, USA.

Taremwa is the founding pastor of Kakoma Full Gospel Church, established in 1987 in Kashari County, Mbarara District, Uganda. For the past 14 years, he has served as a pastor at the Foursquare Gospel Church (City Light) in Kimironko Parish, Kigali City, Rwanda. His responsibilities have included overseeing discipleship, Christian education, and leadership within the church. As an ordained pastor, he works closely with the Bishop (Senior Pastor) in sermon preparation and delivery, leads worship services, and provides counsel and support to the congregation during times of need.

In addition to his pastoral duties, Rev. Taremwa is a Senior Lecturer at the University of Rwanda’s College of Agriculture, Forestry and Food Sciences (CAFF).

Pastor Benjamin Serugo and his wife Chance

Pastor Benjamin Serugo and his wife Chance Abigail Mbanza and together they have 4 children, known as Ben and Chance, are a gospel duo who have made significant contributions to gospel music, especially within the Rwandan community. They are celebrated for their passionate worship songs, which they perform in both Kinyarwanda and Swahili, aiming to inspire spiritual renewal and hope. The couple’s music ministry focuses on strengthening families and uplifting communities through faith, as seen in their popular drama series Ibihe, which addresses marital issues and aims to reduce divorce rates in the country.

The couple has been active in ministry since 2015 under CityLight Foursquare Church.” Their music often carries messages of faith, perseverance, and the transformative power of Jesus, with notable tracks like Yesu Arakora and Amarira.

Pastor Ben Serugo, apart from his musical endeavours, he is a Youth pastor at the CityLight Foursquare Church in Kigali, where he also supports leadership and church administration​.

Rev. Bigirimana Cadeau

Rev. Bigirimana Cadeau is a reverend at CityLight Foursquare Gospel Church. He was first licensed as Pastor in 2011 and ordained in 2006.

He has a Diploma in Theology from Africa College of Theology (ACT- Kicukiro).

Dedicated to serving the church’s practical and spiritual needs, the deacons assist in church operations, provide support for church activities, and care for the welfare of members.

Cell Groups Ministry

Encourages deeper fellowship and spiritual growth through small, close-knit groups where members meet regularly to study God’s Word, pray, share life experiences, and build meaningful relationships.

Counseling Ministry

Offers compassionate, Christ-centered guidance and support to individuals, couples, and families facing personal, relational, or spiritual challenges, promoting healing and restoration through God’s Word.

Mercy Ministry

CityLight Children's Ministry

Our Children’s Ministry provides a safe and nurturing environment for children to grow in their faith through age-appropriate Bible lessons, games, and worship. We manage children through our Nursery School, Sunday school, VBS, etc.
